Additionally, longer hair means a higher chance of hair breakage rather than removal from the root. So, rather than pulling the hairs out, you may just end up breaking them off at the surface of your skin, which means you'll have to wait for it to regrow and try again.

In short, yes, the 1/4 to 1/2 inch length goes for all areas of your body – arm hair, leg hair, bikini area, the lot.
You may find if you have coarser hair that waxing when your hair is closer to the 1/2-inch mark is better and more effective. Coarse hair is tougher, and so will require a stronger grip from the wax to be able to remove it. Waiting for the strands to grow a bit longer could make all the difference.
